In a recent preview for Final Fantasy X | X-2 HD Remaster originally posted to IGN, it was confirmed that the games will be applicable for Cross-buy upon release on March 18th of this year. The collection packages the international versions of both Final Fantasy X and Final Fantasy X-2 in glorious HD with stunning remixes to the original soundtrack. The pre-rendered textures pop more, making it easier to spot every detail in areas, such as decorative items in rooms which you may not have noticed in the original version. Another improvement is that characters have more detailed facial animations and their eyes seem to be more alluring.
Cross-buy is a feature of the PlayStation Network that allows developers to make it so that consumers only have to pay a single time for all PlayStation versions of the game and can be also applied to DLC. This feature is best coupled with Cross-Save functionality, another feature of the PlayStation Network that allows you to transfer your saved data across eligible PlayStation platforms. Final Fantasy X | X-2 HD Remaster also has this feature. If that’s not enticing enough, you will not have to do double work for trophies, as each game in the collection features one trophy set across both the PS3 and PS Vita version.

I don’t believe this article is correct. No other site mentions cross buy at all or outright says it is not happening. Even the article linked makes no mention of it (but they all heavily mention cross save, which could be what lead to the confusion).
